Rowan Cole is the founder of Coalface Engagement Ltd. He has extensive experience across planning consultation, political strategy, local government governance and community engagement. His work spans planning policy reform, consultation on major development programmes, and advisory roles for councils facing significant organisational or political challenges.
SECTOR EXPERIENCE
Rowan has held senior roles in local government, consultancy and political office. He has worked with councils across London and the South East, supporting planning reform, corporate governance programmes, consultation strategy and political engagement. He also serves as Associate Director at Coverdale Barclay and as Communications Officer within the London Borough of Harrow's Planning and Planning Policy teams. This experience provides a deep understanding of the pressures, constraints and political dynamics shaping planning services.
